" I can confirm that Shetlands are indeed small in comparison to other horses, especially Shires and Percherons, which sometimes look like steroid induced mega horses the size of a small caravan. However, they can also be far, far away, especially if actually on the Shetland Isles and you live in Cornwall or Kent, so your question is indeed valid as from that distance they look even smaller.
