It can be either! I think the word intent is what makes or breaks it. If the intention is just a harmless laugh then I don’t see any issue really whether single or not. Completely depends on how it makes your partner feel as well though.

I think the intent is always there, it just doesn't have to be sexual. I can be all sweetness & light and flutter my eyelashes when a work colleague is going to the vendi or they going to a shop that I need something from.

I'm massively flirty on a night out. But that's all it is. A flirt. It doesn't mean anything. There has to be a deeper connection. So I view it as harmless fun.

I’m a terrible flirt. I do it with any and all and there is rarely any intent behind it.

On reflection, i sometimes wonder if I’m being a bit cruel. I have innocently flirted with people who have then shown an interest and it makes me feel guilty that I may have misled them.

I (now) know I’ve been innocently flirted with and my weird brain has convinced me there’s something in it, when there never was.

I'll flirt with absolutely anyone who will let me, sometimes it's because I fancy someone, sometimes it's to make someone feel good and lift their spirits, other times it's just having a bit of a laugh with each other. I try my best to make sure whatever type of flirting it is doesn't get misinterpreted for another.
