Is just me or does this happen to everyone. When you make a cup of Tea or coffee put the cup on the table shortly after a ring forms under the cup on table. Even when your not dipping the biscuits in. Or is just my cups?

It has happened to some of mine over time, usually means there's a hairline crack somewhere and the cup is no use

I thought condensation was when it was cold and your windows had water or a can off pop was cold with water not hot stuff to

That could be the case in my cups then

It can be the steam rapidly cooling in a cold room as it leaves the hot drink.

Your coffee has been laced with nanobots that crawl up and over the rim of the mug and form rings underneath it.

It could be evaporation. Steam rises from the hot drink, cools and falls back onto the outside of the cup and seeps down to the base.

If you want the contents to stay in place nicely then you have to have the correct size cups to fit nicely.

Wrong size cups is a disaster for everyone innit!

This happens spontaneously with liquid helium. It's a bugger to keep in any container.
