Its a sign of poor hygiene and possibly infection.

Bacterial vaginosis can also be as a result of too much rough sex and perfumed clensing products and is easily cured with medication.

How is that related to using a condom, unless they dont wash between partners?

Most of the time an odour from a vagina is caused by bacterial vaginosis which can often be caused from washing the area too much as good bacteria has been washed away.

Someone could be dick a lot Debbie and have a vagina that smells like petals or someone could be virgin Mary and smell like billingsgate fish market.

It could be a medical condition. I’ve got a friend who always has a distinct, unusual odour. He can have a shower and has it straight after. I can’t remember the name now, but it’s a known condition. Other family members have it too.

That’s why I always try to be understanding about such things; sometimes it isn’t just poor hygiene etc.
