Ive got a few of these that play on my mind but really shouldn’t

In Hey Duggee, why can the kids speak but Duggee can only woof?

Then, in the Disney film inside out, why do the emotions have various different accents, yet the girl who has these emotions in her head has a ‘normal’ American accent?
