Yes you can as long as you're not using it to mislead or in the unlikely event you get a forum ban you don't use the other profile to get round it or to contact so.some who's blocked you

It's quite easy to get another, free email address or use your partner's

Just use a basic free email address from yahoo, gmail, or similar. You’ll have to sign up to a new email account.
