Do our soldiers have this done and if so, is by hand or machine?

Saw a good YouTube video showing why Russia is in big trouble due to demographics.

Losing most of a generation of men in the first world war, then again in the second, and the effects are still rippling through the population.

Plus the only parts of Russia with population growth are ethnic minorities, not 'pure' russians.

So I see the logic of this, in the crazy world of Putin.
