I dont think the act in itself is bizzarre or creepy but the expectation that someone new would be interested is strange. I once met a partner on a casual website. We went on to become friends who had sex.

On one occassion, whilst lying in bed he absentmindledly started carressing and playing with my nipples.. this eventually brought me to the edge of ... I dont know extreme arousal...?

I would not have met him if he had proposed a breast tplay only meet. Sex acts in isolation dont really appeal unless Im already in a relationship and they function as a unique dynamic.
