There is more logic to that as the first two can be taken as read to be 07 normally.

I would go with a standardisation to that for mobiles if it were not for the fact that many non city landlines conform to 5 3 3 as well as mobiles.

This! And it is different again for landlines even more so if you have a 4 digit dialling code verses 5 digit ones (eg 0161 for manc and 02892 (or just 92 inside NI).

Different length numbers can really throw the rhythm off.
