Not a movie character, but the gentlemen from Buffy the vampire slayer tend to stick with you forever. It's the way they float around and their creepy expressions are enough to give you nightmares

Carrie - cos she still has the highest tally of CONFIRMED on screen kills of any horror character (Jason X crashing a spaceship does NOT count as confirmed Haha) and even kills her own mother. Yet its ambiguous as to whether she is the 'baddie' and is more often seen as the victim making her very complex to understand.

DISCALIMER - Yes 007 has the most on screen kills by a single character but the OP asks for horror characters

Carrie from Stephen Kings Carrie.

She’s more than just a victim or villain, a sympathetic character who lets say, got a bit upset at her Prom.

The film is a classic and the book was the first I sat down and finished in one sitting.

John jarrard as Mick Taylor was totally believable in Wolf Creek..

I never thought Anthony Hopkins was believable as Hannibal lector..

( Javier Bardem would have been scary as Hannibal lector)
