If you're talking just about swinging, yes. However, the question was about fun, open-minded places.

London is wonderful. There's all manner of clubs and events, including the world famous ones like Torture Garden. It's possible to go out and travel around central London in latex or weird and wonderful outfits with very few people even batting an eyelash.

For fun, and open-minded, London is happening!
