There is a filter for no public photos on profile (a profile picture counts as a public photo).

We have that selected. However if they have pictures but no profile pic it still comes through.

I am confused, is it you only want profiles with a profile pic? Can I ask what difference that makes, in comparison to having a silhouette profile which also has public pics, I am curious
