The Law Commission is saying that the current situation which restricts where people can get married is outdated and that it does not suit the needs of the peoples. Where would you like to get married if the judges change the law?

The law has just changed so that you can get married without being under a solid structure. They relaxed the rules during covid and were very popular. There have been a lot of recent changes in relation to getting married.
