What was left out of the OP is that while yes they owned targets of white people, only their word exists and no evidence has been presented that they have been used.

It was discovered when a group of children visited the range and only black targets where being used in the range.

There is no real training for the police nor there are needs for anyone to carry guns to go shopping. Thus, there is nothing particularly wrong with the police, they just reflect whole over violent gun society, lack of basic training and overall poor effort to respect the value of life whatever people background.
