From my point of view, yes. Always! Otherwise it's a potential distraction from the intimacy you are sharing. And occasionally, there are some who wilt at the idea of, or struggle with, putting one on (that's when you need to apply by mouth). Yeah it was disturbing. I've also seen a few put it on so it's tightly stretched over the tip which doesn't even look comfortable,nevermind safe.

Exactly. Or tip a can of sweetcorn in there so it's nice and bobbly. Some in the condom too.
