It’s relates to people who are supervising drivers, ie, driving instructors, or people who are in the vehicle supervising a learner driver.

Only if they are supervising you. Ie instructors.

On the plus side you can pay with your phone legally at a drivethru 'providing your stationary' you just can't buy online while your driving...

The passenger has to be supervising a learning driver, that is all this applies to.

If the driver has already past their test and qualified, this means nothing to passenger’s using their phones.

The rules say anyone can be fined for using a phone "whilst on control" of a vehicle. The only time that would apply to a passenger is if they are supervising a learner driver.
