Wirral.

Tbf i think thats more to do with the scope of the movie and how it was changed from the books

In the books service to become a citizen could also be civil service, like a postman

Its also not like you didnt have rights or couldnt live well not being a citizen. Ricos parents in the film for example are extremely wealthy
