The nipples develope in the womb before gender is assigned so both sex have them just incase female is assigned

All humans begin life in the womb as a female. Hence why everyone has nipples.

If there is a Y chromosome present then the 'labia' develops to form a scrotum and the 'clitoris' develops to form the penis.
