Proposal for restrictive measures of the Chief State Health Inspector

Pursuant to Art. 63, para. 4 of the Health Act, the Chief State Health Inspector has sent a report to the Minister of Health proposing the introduction of new restrictive measures on the territory of the country. It says:
In order to interrupt the mechanism of transmission of COVID-19 infections, it is necessary to introduce restrictive measures regarding the concentration of people related to the conduct of various public activities, events, visits to sites of public importance. The currently registered 14-day incidence of COVID-19 in the country is 265.52 per 100,000 population. In this regard, I propose to introduce the measures provided for in the National Plan as follows:
3.1. First of all, all mass events organized by municipalities and on private initiative such as concerts, music festivals, fairs, folklore initiatives, etc., related to gathering in one place people from different parts of the country and countries of the world and high concentration of people in a limited area. This is a prerequisite both for mass infection of those present due to the high contagious index of the Delta variant, and for the subsequent secondary spread of the infection in different settlements.
3.2. Suspension of holding congress-conference events, seminars, competitions, trainings, team building, exhibitions and other public events in a closed form. It is allowed to hold them outdoors in compliance with the main anti-epidemic measures (wearing a protective face mask, observing physical distance). As an opportunity to reduce the negative consequences of restrictive measures on business, it is appropriate to use the already introduced so-called. green (sanitary) passport (100% of the staff and visitors have been vaccinated, ill or with a negative result from PCR or rapid antigen test, certified by the necessary documents) as an alternative to the measures provided for in the Plan. The already available official application of Bulgaria for scanning and validation of Digital Green Certificate - COVID CHECK BG, approved by Google and published in the Google Play Store, will help staff at various sites applying this approach to easily and quickly check the certificates of visitors. An alternative is to allow the public in the open up to 50% of the capacity of the stadium / gym only for persons holding the so-called. green (sanitary) passport.
3.4. Suspension of group visits to gyms, gyms and clubs, swimming pools and complexes, balneotherapy (medical SPA) centers, SPA centers, wellness centers and thalassotherapy centers. Only the individual use of the above-mentioned sites is allowed when using no more than 30% of their capacity and observing a physical distance of at least 1.5 m between the visitors. An alternative is the admission of group visits and employment of up to 50% of the capacity of the site only for persons holding the so-called. green (sanitary) passport and in case of 100% availability of a green passport by the staff.
3.5. Suspension of museums, galleries and other cultural events. An alternative option is to work up to 50% of the capacity of the site only for persons holding the so-called. green (sanitary) passport, incl. and with a 100% green passport from the staff.
3.6. Suspension of nightclubs, gambling halls and casinos. An alternative option is to work up to 50% of the capacity of the site only for persons holding the so-called. green (sanitary) passport, incl. and with a 100% green passport from the staff.
3.7. Suspension of indoor work of restaurants; open-air service is allowed while providing a distance of 2 m. between the chairs of the tables and the visitors are groups of up to 6 people per table and with limited working hours between 7.00 and 22.00. Home delivery is allowed. An alternative option for indoor work is up to 50% of the capacity of the site only for persons holding the so-called. green (sanitary) passport, incl. and with a 100% green passport from the staff.
3.8. Termination of the indoor work of the catering and entertainment establishments adjacent to the accommodation places within the meaning of Art. 124 of the Tourism Act for persons who are not guests. They serve only guests of the accommodation if possible through room service or in compliance with the requirements for service work and in compliance with the requirements and restrictions for the specific site, but not more than 50% of the capacity of the institution.
3.9. Introduction of access control in the shopping centers (representing one or more buildings in which shops, restaurants and other commercial sites are located) and the shopping malls type MALL, in order to limit the flow of persons, not allowing more than 1 person per 8 sq.
