I would say it's creepy, only because I am typically very oblivious to what other people in public are doing, so... If I have noticed, then they are being very obvious about it.

If you're in the gym with cleavage showing and there more or less hanging out then it goes with the territory...if a guy that you deem hot stares then you can't be all it's OK for him to stare but the guy at other end of the gym who looks like sloth is staring you can't be upset at him...a lot of women (not all before anyone says!!!!)
