Without Googling, the only track I know with 19 being a significant number is "19" by Paul Hardcastle. "The average age of the combat soldier in Vietnam".

So I am guessing something to do with that ?

The only other guess would be some protest song by Billy Bragg about 19 miners who got caved in. That's the sort of thing he'd write.
