This reminded me of when my mother and sister visited a few weeks ago. They were watching something on television and I was working upstairs. When I came downstairs my mum asked me

“Do testicles really fill up?”

I looked at my sister who said.

“There was this guy on tv who said his balls were full, is that a thing?”

It was like I had walked into the twilight zone. So I sat down and told them the answer to which they both nodded sagely, looked at each and said “more fibs told by men”

Yeah. It's a thickening of the skin wherever there is or has been friction to protect it.

100% normal.

I had to google it a little while back. The answer I came up with was changing hormones with age can darken it.
