I have a lot of empathy for people and reasons that stop them from keeping a promise. On fabs, in the scene I am a bit harder and I d say twice is enough of YOUR time wasted?

No! Once, shame on you. Twice shame on me - that ole expression.

Obviously gets pleasure in it, just block. Owe them no explanation or nothing.

Too many people worried about hurting peoples feelings - what about the feeling of being stood up twice OP?

A big fat NO! You're obviously a kind, patient and forgiving person OP but from what you've told us, he doesn't deserve a third chance... Move on and have fun.

No. Standing someone up is inexcusable. Things happen but we live in a connected world so let the person know. Twice though absolutely not. Block. You were generous enough to give them a second chance.

Use this handy flowchart:

Are you a female?

If yes... absolutely not!! How dare he waste your time. Bin and move on.

If no .. of course!! There may be many valid reasons why they had to cancel, talk to them understand their reasons and give them benefit of the doubt.

Hope that helps, OP
