It was a law passed years ago that they had to be. Attitudes have obviously changed since then, but no politician wants to be known as the one who wanted to unpixelate porn as it would ruin their career.

True, but those videos are not released in Japan. That content is made by the same people who appear in the pixelated version but then released overseas - which is the legal loophole.
