Also, in 'over' there is less chance of your hand touching the wall and spreading / picking up more germs.

It doesn't really matter functionally but aesthetically it should be over. I don't know where that came from but having stayed in many many hotels it is really bad practice if the roll is under and a sackable offence - well I don't know about that - but it is code of practice for housekeeping staff.
