Is 17 inches too big and firm?

Feels quite firm to me.

Would 16 inch alloys work better on my car? Will 16 inches reduce fuel consumption?

More wheel and less tyre will give a harder ride but if you drive lively you will get less tyre wall warp therefore feel more like driving a go kart. Usually when you go for bigger wheels you get tyres with lower profile to end up with the same total circumference otherwise you can end up with tyre rub on the inner or outer aches especially when cornering hard. If you had no restrictions then yes increasing the circumference of the wheels and tyres would mean less turns of the wheel per mile and in effect give better fuel consumption but taken to the extreme you would lose performance at the bottom end on acceleration due to the new ratio.

Harder ride with thinner rubbers on 17". Less chance of rimming damage with a taller side wall on 16". I always look for comfort over speed in my women.

It’s a Focus but looks like I can swap the wheels to 16 quite easily. I’m wondering if that greater compliance and better ride has a slight payoff in wasted energy compressing more tire leading to slightly worse petrol consumption?

They quality and brand of the rubber will likely effect performance more than the size.

Seriously though, the ride will be better on the 16’s, and tyres will probably be cheaper.

The 17’s will look better, although that’s subjective.

I switch between 18’s for winter and 19’s for summer and can tell the difference for the first couple of weeks of switched. Fuel economy is about the same, but the 19’s are lighter.

Also have to take into consideration with your speed and overall mileage when changing standard wheel size.

As a rule of thumb,or every inch you go up in wheel size, reduce your tyre aspect ratio by ten percent. There's many apps, tyre size calculator is one I use. If you change wheels and or tyres your speedo will be out, sometimes by quite a bit
