Jezzer Has been quoted saying that before being allowed to cast a vote in an election the said voter should have a certain level of literacy competence and a degree of civic knowledge.

Is he right or is he preaching from Cambridge University ivory tower?

Read “In the Wet” by Neville Shute. It talks about a multiple vote system. Quite interesting
