My experience was slightly different, he started a job, said he was finished but he wasn’t, at least not to my satisfaction.

I moved on to the next tradesman, and the next until I found one who could complete the task at hand.

I have the builders in at the moment digging foundations for my new extension and he's just told me he needs to go "deeper" and it's gonna cost another £4k. Builders

Assuming you have a contract and he's underestimated the required depth of the foundations that's his liability.
