No safe area to pull over. " The theory is: If you break down, the section of road you are on closes your lane to effectively "recreate" the hard shoulder when required. Dual carriageway are far more unpredictable but they've never had a hard shoulder." How do you vacate yourself and quickly get away as a wheelchair user? I have to use crutches to go to the boot, pull out my chair, erect the back, apply the seat cushion, put my crutches in the boot and then I can move. On an old fashioned motorway, I could probably launch myself over the barrier and sit in a puddle until rescued but that's not an option on a smart motorway, unless right by a layby. Also I often have a small child in the car with me. With a hard shoulder, although advice is to evacuate PDQ, at least its safer being stuck in a non live lane than a live one. | |||

They're highly dangerous not only for road users who find themselves in difficulties but for the emergency services who no longer have the hard shoulder to faciliate emergency access. | |||

Very few workplaces are as dangerous as a hard shoulder as it is. Without a hard shoulder we are going to see more blue lives being sacrificed. | |||
