British men not washing their hands

I'm kinda appalled by the amount of times I see guys across here not wash their hands after using the toilet. Like really, I'm so not accustomed to this back home. It makes me wary sometimes when stranger touch you with their hands.

Am I being a bit too harsh or is it really a problem over here with guys and this basic personal hygiene.
