"Is a scotch egg with a tray of pickles a substantial meal?"

How big an egg are we talking? Quail isn't going to cut it... chicken? Hmm... maybe if you've got enough pickles... ostrich? That's more than substantial. A feast.

Yes it all depends on people’s interpretation of what is a substantial meal but the health secretary would not say when questioned.Who would be a publican in these uncertain times

Apparently pubs that don't serve food are by-passing the rules by letting you in, sitdown, enjoy a drink and will order from a local takeaway for you.

Good idea, and a win/win for keeping businesses afloat

If certain businesses are trying to flout the law, they should be prosecuted. No iffs or butt's. When all publicans are having a difficult time, what makes these "special". Hopefully a 10k fine, will wipe the grins off them!

I prefer ‘all you can eat’ over set menus

Not really flouting the law ... just finding a way to comply with the law

Agree, if the environment is as safe (probably safer) than those cooking on premises why not
