I often block them as it feels a bit stalkerish. I block people who are still uploading meet todays in my uodates, who's free right now, who wants to give me a blow job now.... Oh and people that upload another cock photo to add to the other 58 in my updates.

I've got one of them, well maybe not 20 times a day, but at least twice daily

I've ignored all his messages and all his winks

It's most odd that he carries on

No. Maybe they do not know how to hide, maybe they are too shy to message or maybe they like your pics but do not match what you are looking for. I would be flattered rather than annoyed.

Or it may be someone who recognises you from outside fab. Hopefully not.
