Brother just phoned to confirm that I am an uncle again as of this morning

They've had a little girl, delivered via C-section so it was always planned for today, weighing in at 7lb 10

I'd better go get my new niece some new born clothes as a "welcome to the world" present

She's not your wife, that's the point. You get all the fun of playing with your niece without the toil of bringing her up.

What's over the top about flowers? I consider that a minimum with a gift for just the last 3 months of pregnancy, let alone anything else.
