I don't see why not - but in my experience everyone is too busy trying *not* to make eye contact for any flirty eye contact and smiles to happen.

Mind you the staff are usually quite friendly and chatty, especially when they find out you're there because you are taking responsibility for your sexual health and not because you've been irresponsible, and when I used to go to clubs a lot would always ask about them etc

What exactly is a "sex clinic"? Do you mean an STD/STI clinic? Because that's very different.

A sex clinic sounds like a good bet for potentially finding a partner. An STI clinic is probably just for finding people with the same infections as you so you can forget about condoms.
