Maybe they mean face picture when you email them. In thats case it is ok if they can send a face picture back when they reply to you.

But you message them and they just delete your message.

How are they gonna see the picture if they dont read the message

Any way just look around, you will find someone who will judge you by your personality before the picture

Cannot travel doesn't mean they are unable to leave their home.... it more likely means it needs to be local.
