Verification by photo.........?

For a couple to gain verification do BOTH PARTNERS, need to submit a verification photograph or could one half of a couple submit his/her pic and gain "Verification" status for the couple (two people)?

Both partners need to be in the same picture. You can't do it separately or just have half the couple in the picture.
