he’s allowed a break And as we don’t know his job he mite just be a maintenance guy not someone who is going to save a life in an operation but I take you’re point if he’s frontline then yes he should be on standby and not arseing about on fab

We all talk at work, as long as it doesn't compromise your job and attention I see no issues.
