I know some friends of mine telling me about this years ago, and apparently it is a thing. Ine of my friends got offered 60 for used undies

ok maybe in recent times in Japan, less use of vending machines. i was there in December and toured 5 cities. I hardly saw vending machines

Clothes shops are quarantining returned clothes, due to the covid-19 issues. Perhaps don't get things with express delivery, pick the slower option.

Just like puppy farms, there are probably some unscrupulous people knocking up some used clothes with a fake provenance.
