A lot of sites start at 7, particularly with the longer daylight hours

My local authority starts household waste collections from 7, so don't see that builders would be that different. Most people are up or at least awake by 7 anyhow

Each district council has their own times. Worth checking the websites. 5:30am is definitely not right tho, so worth contacting council about it
