FAB'ing Pictures

I am unable to FAB some pictures and am not sure why? I fulfill all relevant criteria on the persons profile but the "FAB" option is not there. Can anybody help?

People can turn the fab option off on their pics

Some people disable the option to have their photos fabbed.

They can't be fabbed any more when they reach 226 fabs.
