Mile End - Pulp. On the train spotting soundtrack bug pretty certain it's based on the big blocks of flats overlooking Sheffield Train Station (Jarvis is from Sheffield)

Yeah I remember listening to that on The Chart Show (early morning Saturday mid nineties tv programme) always felt grubby when I heard it.
