Most of it depends not on one or the other, but on the interaction between both parties. There are some basics though:

An understanding of the psychology of it. Active listening skills. Open honest communication. Respect. Self awareness and self control. Empathy.

Im a submissive. I need to connect with a Dom. To have a connect is the most important aspect. Having BDSM experiences is very important and the Dom must ooze confidence. Trust and good communication between D/s is vital.
