Plague Doctor in Norwich

Police are reportedly looking for a person walking around Norwich dressed like a plague doctor. Head to toe in black with a long beak mask. Aparanyly it's why doctors are sometimes called quackers.

Firstly, what business is it of the police and secondly I thought this was normal doctors attire in Norfolk..

He's protecting himself from the plandemic. I don't see any problem with that
