Discarded surgical gloves

Even before the current crisis I noticed an increase in discarded surgical gloves in lay-bys and alongside the road. Almost challenging Red Bull cans in the litter stakes.

Mainly blue but also black and natural.

Where do they come from and who would throw them from a car?
