Difficult riddle

A man advertises for a person to have his arm amputated for 50 thousand Euro.

He receives a call from a man willing to have his arm amputated, they arrange a time and the man duly arrives on the agreed date.

The man amputates his arm and the amputee leaves with the agreed payment.

The man then sends the arm to another man who examines it and says he is satisfied. He in turn sends it to another man who also examines it, says he is satisfied and then disposes of the arm.

Question: Why did the first man go to all the trouble of advertising for someone to agree to have their arm amputated, pay him and then send the arm to two other men?

The man who paid the amputee was paid by the first man to examine the arm and this included a fee, he was in turn paid by the second man to examine the arm including his fee. The second man was a sick fucker. The other two men, like the amputee, just wanted cash.

To honour a vow they all made where they need to eat each other's arm to survive, but when it's the surgeons turn they are rescued so he doesn't need to.

He can't go through with it so tries to fool the others by sending them the victims arm to trick them

Is that really even a riddle? You could come up with loads of outlandish scenarios to explain it.

Riddles should give you all the info meeded to solve in the onky way possible
