He wasn't going to get the games with them so he wouldn't develop as a player. It was actually a very wise move

They didn't let him go. He was told he wouldn't be a no2 with Ireland if he wasn'tplaying every week. The IRFU pushed him out to get experience.

The question is can Munster change their game to a more modern NZL type game (as Leinster have done),Carbery and Munster need that to happen for long term success.
