No, at the end of the day I rarely ever see anyone use a hosepipe. Whenever they are its just a quick shower over a car to wash away the suds, or a quick run over some planted grass/seeds.

Pressure washers also use very little water. They use about a buckets worth to do a car wash. So if I seen someone use one of them I wouldnt even bat an eyelid.

A proper garden hose just connected to a tap can waste a lot of water in 5-10 mins, but like i said, I have rarely seen anyone ever do that, and as this is Ireland we should have reserves built up to handle a week or two of sun. People should be out filling up paddling pools, splashing about, having water fights, throwing water balloons in my opinion.
