Bsexy if you're getting prices over the phone measure the garage below so you can tell them for their quote. Find out what your roof is finished with, my guess is felt most likely. It's a flat roof? Google images will help you confirm the finish.

If your paying such high rent, would your landlord not cover it..? Or is it on an other property?

a secluded seaside cottage, ballybunion,

sounds like they just got lazy , the hardest part left to do is loading it out ( getting all the tiles stacked up there) , putting them on is no problem , unless there is any hips or valleys in it , then its a lot of cutting , is there scaffold left around it or even on one side ?

In the building world there is normally only 2 reasons why somebody starts a job and doesn't finish it

Well if ur only renting u shouldn't have to be looking for sumone to fix it . That's what the landlord should do and if he doesn't get ptrb involved.

all over

Sounds like getting an engineer or experienced builder to look at it would be a good idea. It must be left open for 10 years?? Might need more done to it than just tiles.

Pm me if you need some nsa advice I’m not a roofer but I’m an engineer and have helped a lot of friends who have had shoddy work done
