If youre not careful you can do irreparable damage to your dick. I'd stick well clear. Have heard some horror stories. If you do go ahead with it do not over pump.

Have a look at the bathmate penis pumps. Uses water as a vacume and nit air. If you follow the instructions and use it correctly then you will see an increase in about 2 months.
