I don't think it was harsh-there's always more to a story and she already had a court order in place and was also shouting AT the neighbour at other times too.

but would the council not just evict her if so many people complained an if she was abusive etc but I see what your saying though and agree with ya if someone is abusive and broke a court order they deserve jail

I think councils tend not to intervene until they have no choice ie if the law doesn't deal with it. If they evict her and she has kids she's still their responsibility and they have find her somewhere else.
